PROBLEM TO BE SOLVED: To provide a low-resistance anode for an organic EL panel. SOLUTION: An anode 12 used for an organic EL panel 1 is formed with a metal thin film having a thickness of 20×10-19 m or less and has transparency and a small resistance value in the direction of enlargement of the thin film. Therefore, small voltage drop occurs at a central portion of the panel far away from a power supply to produce a uniform in-plane luminous brightness. A reflection preventive film 11 is formed on the surface of a transparent substrate 10, followed by a metal thin film 12, increasing the transmissivity of a light due to the interference effect of the light. Forming a protecting film 13 on the surface of the metal thin film 12 prevents metal atoms from being diffused into organic thin films 14, 15.
