PROBLEM TO BE SOLVED: To provide an exchange system that applies priority connection service to a subscriber having no priority, even in the case of high traffic. SOLUTION: This exchange system 2, that has a plurality of input paths and a plurality of output paths and outputs data information received from each input path to a corresponding output path, is provided with a monitor means 8 that monitors traffic in each output path, a reception means 10 that sequentially receives a code received from a terminal, a translation means 12 that discriminates whether the code received by the reception means includes a priority connection service code, a restriction control means 14 that makes no connection to an incoming call when the traffic of an output path indicated by the code exceeds a threshold and the code includes the priority connection service code, and makes connection of an incoming call in a 2nd case that the traffic of the output path corresponding to the called party indicated by the code does not exceed the threshold, and a priority control means 16 that connects the terminal to the called party only for a prescribed time and then forcibly interrupts the call in the 1st case.
