PROBLEM TO BE SOLVED: To realize a high collation rate even if an input picture partially lacks by removing data on a blank part existing near the end edge of the input picture from data matched at the time of collation. SOLUTION: At the time of extracting a feature, a picture is segmented and compressed as a preprocessing. For segmenting the picture, the picture is divided by a segmenting frame (256×384 pixels, for example) smaller than the size (292×524 pixels, for example), and picture data which does not exist in the segmented area is removed for removing a part (blank part) which is not fingerprint picture in an original picture as much as possible. The compression of the picture has an advantage for reducing processing data quantity and speeding up processing speed and improving a collation rate by a compression rate when collation is executed as feature data. The picture is compressed (128×128 pixels) to 1/2 in an X direction and to 1/3 in a Y direction.
