PROBLEM TO BE SOLVED: To obtain a video recording and reproducing device that can smoothly reproduce data resulting from video-recording stream data. SOLUTION: The video recording and reproducing device is configured such that when a digital satellite reception board 6 receives stream data and video recording start instruction, a video recording/reproduction management section 25 analyzes the received stream data to retrieve a sequence header, writes TS data after the detected sequence header to a storage device 10. When receiving a reproduction instruction, the video recording/reproduction management section 25 reads the TS data after the sequence header from the storage device 10 and an MPEG 2 decoder section 27 decodes the TS data to reproduce a video image and an audio signal.
