PROBLEM TO BE SOLVED: To effectively use resources by regarding a generated voice as call loss and placing a generated data call in a wait state when all communication channels are used for only voice calls, and placing some of data calls in use in a wait state if a voice call is generated and placing a generated data call in a wait state when all the communication channels are used including data calls. SOLUTION: A channel monitor and control part 14 which monitors and controls the state of communication channels and control channels performs communication channel allocation control corresponding to the use state of the communication channels when a call is generated or at a wait connection request, inputs various instructions such as a communication channel allocation instruction d02, call loss d03, a communication stop state confirmation/wait instruction d04, and a wait instruction d05 corresponding to the use state of the communication channels to a transmission and reception part 12, and sends them to a corresponding mobile station 20, etc. A buffer 15 is stored with data in communication corresponding to a data call at a wait time and transmits and receives following data before a stop of communication when the communication is restarted without transmitting and receiving data from the beginning.
