PROBLEM TO BE SOLVED: To provide a mobile communication unit that warrants reception of assignment of a communication channel with an electric field strength at which a transmission error is hardly caused and to provide a base station. SOLUTION: A mobile communication unit PS controls transmission of an assignment request of a TCH through a CCH of a current base station in a link channel setup sequence (S11). When receiving the assignment of the TCH from the base station as its reply (S12), whether or not an electric field strength of a synchronization burst (S16) for setting up a link is a threshold or below is decided (S17). When the electric field strength is decided to be less than the threshold or below, the link setup is stopped and the assignment request of the TCH is re-transmitted through the CCH of the base station as its control.
