A packet separator (103) separates TS packets containing specified PIDs from a first transport stream (TS1), and supplies a bit-rate converter (104) with the TS packets as a first series of TS packets (P1). Other TS packets are supplied as a second series of TS packets (P2) to a buffer (107). The bit-rate converter (104) converts the bit rate of the first series of TS packets (P1) to produce a third series of TS packets (P3). The third series of TS packets (P3) is multiplexed with the second series of TS packets (P2) by a packet multiplexer (105), and recorded in a record medium (109).
