PROBLEM TO BE SOLVED: To avoid the reduction of performance by preventing the generation of access competition to plural storage devices having physically the same constitution in a file control device logically constructing storage devices. SOLUTION: When the ejection of an existing block is necessitated in the case of adding a new block to a cache memory 40, a block having the lowest access frequency out of data stored in a physical storage device having the lowest access frequency is selected as the block to be ejected. Thereby device priority information is prepared in addition to conventional data priority information to manage the priority of physical devices.
