PROBLEM TO BE SOLVED: To minimize the deflection of a balancing beam or measuring beam by providing, on the balancing beam a counter weight corresponding to the measuring beam on the opposite side to a measuring beam mounting position with an axle box mounting position between. SOLUTION: Counter weights 15 are provided on the outside surface an inside surface of the center part opposite to a measuring beam mount part 11b at the end with an axle box mount part 11a between. A balancing beam mount part 12a is connected to the measuring beam mount part 11b through a pin with cushion rubber 16. A bending moment is generated in an equalizer 11 by a measuring beam 12. However, since the counter weights 15 return the bending moment in the reverse direction, the deflection of the balancing beam 11 can be minimized. The natural frequency of the balancing beam 11 is changed by the counter weights 15, whereby the frequency can be changed so as not to resonate with the vibration generated from an axle box or the like.
