PROBLEM TO BE SOLVED: To provide the greening construction method for the face of a slope or the like, by which not only planted seedlings take root but also planted plants can absorb moisture and nutrient, even in dry weather spell. SOLUTION: Stoppers 1 for earth-retaining are installed in a shelf shape to the face of a slope 2 as an execution surface, and the upper sections of the stoppers 1 for the earth-retaining are filled with mixed soil fitted for seedlings and vegetation bags 4, in which the roots of the seedlings can penetrate are placed. The stoppers 1 for earth-retaining contain water retention mats such as palm mats 16 disposed in a shelf shape at that time, and the vegetation bags 4 re placed on the water retention mats. When the water retention mats are disposed into the shelf shape, the water retention mats such as the palm mats 16 are placed on the reticulate stopper plates 10.
