PROBLEM TO BE SOLVED: To surely and automatically inspect each continuous casting roll arranged at the outlet side without developing flaw on the inner surface of a mold even in the case of fitting a dummy bar inserted into the mold from the upper part. SOLUTION: A detecting instrument for inspecting the rotation of the continuous casting roll from the rotating state of each detecting roll 30 according to the shifting of a pushing plate 28, is provided with the pushing plate 28 for shifting in a passage while being brought into frictional contact with each continuous casting roll constituting the cast slab passage with almost equal pushing force and plural detecting rolls 30 rotatably held to the pushing plate 28 and bringing into contact with each roll. Further, a compressed coil spring 36 giving the pushing plate 28 the pushing force to the continuous casting roll and a hydraulic cylinder 38 forcibly narrowing two pushing plates 28 for restraining the pushing force with this coil spring as the need arises to restrain the pushing force at the passing through the mold.
