PROBLEM TO BE SOLVED: To facilitate assembling and timing adjustment and prevent a container from falling down and the liquid from dripping by generating two actuators for driving an opening/closing valve for a vent tube and a liquid valve and a snifting valve by a solenoid valve. SOLUTION: An air pipe 71 is provided with a vent tube 71a in the axial center and a liquid valve is constituted of a conical body 71c provided in the middle and a valve seat 61a of a valve body 61 and a charging valve 73 is infixed at the upper part. An air cylinder 82 serving as an actuator for opening/ closing the charging valve 73 and an air cylinder 83 serving as an actuator for opening/closing the liquid valve are provided. Actuating air is supplied through solenoid valves 102a, 102b by the air cylinder 83. A snifting valve 103 is a diaphragm valve actuated by air and actuating air is supplied through a solenoid valve 102c.
