PROBLEM TO BE SOLVED: To make a heating medium heated by a heating medium feeder from outside a container flow inside a hollow section, increase the heat transfer area per charge volume and shorten the heating time for a treatment liquid by using a hollow member as a member continuously wound into the spiral shape at the narrow winding pitch and constituting an agitating element. SOLUTION: An agitating element 9 of a double spiral structure is constituted of an oblong or a cylindrical container of tapered shape set horizontally and having the different inner diameter of both ends, a member 8 having the outer diameter smaller than the inner diameter of the container and continuously wound into the spiral shape in the longitudinal direction in the container and a plurality of members discontinuously wound into the spiral shape at the winding pitch wider than that of the first spiral shape member 8 while keeping a very small clearance between the agitating element and the container wall face on the outer periphery of the member 8.
