PROBLEM TO BE SOLVED: To prevent the glare to external light by forming a transparent hard coat layer comprising an ionizing radiation curable resin and inorganic particles having different average particle sizes on a transparent polymer film. SOLUTION: In a transparent hard coat film 1, a composition in which inorganic particles having at least two different average particles sizes are mixed with a main component of an ionizing radiation curable resin is applied on a transparent polymer film 2 using a transparent material such as polyethylene terephthalate, polybutylene terephthalate. polycarbonate, polypropylene, polyethylene, acryl is resin cellulose acetate, and vinyl chloride, and a transparent hard coat layer 3 is formed which is crosslink-thermoset by the irradiation of ionizing radiation. In this way, transparency, glare preventive properties, and RGB glare preventive properties can be demonstrated.
