PROBLEM TO BE SOLVED: To effectively decompose a persistent substance such as dioxins or the like dissolved in raw water by supplying ozone to the raw water under the irradiation with ultraviolet rays. SOLUTION: A reaction tank 10 for storing raw water in which a persistent substance is dissolved, a circulating pump P drawing the raw water in the reaction tank 10 to the outside to again return the same to the reaction tank 10, an ozone supply means 40 for supplying ozone to the raw water drawn out of the reaction tank 10 and an ultraviolet irradiation device 25 for irradiating the raw water drawn out of the reaction tank 10 with ultraviolet rays are provided in the titled apparatus. A high luminous intensity medium pressure ultraviolet lamp is used in the ultraviolet irradiation device 25.
