PROBLEM TO BE SOLVED: To obtain nonfluidity solid water-in-oil emulsion cosmetic excellent in portability, having good stability of the emulsion system without using surfactant, giving refrigerant feeling in applying, excellent in spreading property, fresh up feeling or the like, help make-up last longer and capable of formulating various humectants and drugs as water phase components in spite of in a solid state. And the cosmetic is capable of expanding shape of containers because the cosmetic has an excellent stability. SOLUTION: This solid water-in-oil emulsion cosmetic includes an oily medicine, water, a solid wax and a water soluble salt and excludes surfactant.
