PROBLEM TO BE SOLVED: To make easy the work to finely control the flow of water by disposing, in a valve mounted to a water pipe so as to control the flow of water, a cylindrical valve element inside of a cylinderical casing so as to be rotationally operatable, and a means to restrain mutual rotation of the element between them. SOLUTION: This valve 1 is adapted to control the flow of water flowing in a water pipe 9. In the valve 1, a cylindrical valve element 3 is disposed inside of a cylindrical casing 2 so as to be rotatable, and a cap 5 is arranged at an upper part thereof, a ball 6 at an inner part thereof, and a cylindrical member 8 at an outer part thereof. Between a cylindrical casing 2 and the element 3, an O ring 4 to restrain unnecessary mutual rotation of the element 3 is mounted. In this case, water flowing in the pipe 9 flows in from an inlet opening 2a of the casing 2, then passes through a communication hole 3a of the element 3, and flows out from an outlet opening 2b according to the opening degree thereof. At this time, a ball 6 moves axially according to the variation of water pressure at the time of water stopping and supplying.
