PROBLEM TO BE SOLVED: To measure a position and distance in an unspecific region by obtaining the difference of each distance according to each transmission time difference of a pulse signal from a reference spot and other spots to an arbitrary measuring spot, and by obtaining the coordinate axis of the arbitrary measuring spot. SOLUTION: At different places in a golf course, a reference base station 200 and auxiliary base stations 300, 400, and 500 are placed. From the reference base station 200, a signal including a pulse signal, a reference pulse, and various kinds of information is transmitted by radio. The auxiliary base stations 300 to 500 receive the reference pulse from the reference base station 200, and generates the pulse signals with an integer multiple of time interval for the pulse signal from the reference base station 200 for transmitting by radio. A radio signal from the base stations 200 to 500 is received by a receiver 100 of a golfer in a field. In the receiver 100, the reception time difference of pulse signals from the base stations 200-500, the coordinates values of the position of the base stations 200-500, and the coordinates values of the position of the golfer from an electronic wave transmission speed are obtained, and the distance between the golfer and a hole cup is obtained according to the coordinates value of the hole cup.
