PROBLEM TO BE SOLVED: To realize a low-NOx operation making the best use of reducing reaction by analyzing, at individual measuring points, ratiosδ15N of 15N as an isotope of nitrogen N in a measured NOx and conducting combustion control by burners and the like in a furnace, which, respectively, corresponds to individual measuring points other than the measuring point where theδ15N becomes maximum. SOLUTION: NOx is measured at a plurality of necessary points of a cross section of a duct 6 at an exit of a boiler 1, and a ratioδ15N of 15N as an isotope of nitrogen N in the measured NOx is analyzed at each of the measuring points. By conducting combustion control of burners 3 and two-stage combustion ports 4 in a furnace 2, which correspond to individual measuring points other than the measuring point where theδ15N becomes maximum, each of the ratiosδ15N is rendered to be close to the maximum value. Specifically, by conducting combustion control of the burners 3 and the two-stage combustion ports 4 in the furnace 2, which correspond to the individual measuring points other than the measuring point where theδ15N becomes maximum, reducing reaction of NO in a reducing region is accelerated to permit the individual ratiosδ15N to come close to the maximum value and be uniformed, thereby reducing NOx.
