PURPOSE: A decelerating and charging device improves a continued ratio and permits a driver to operate a brake system in the perfectly same manner as a brake system using an existing mechanical friction. CONSTITUTION: A decelerating and charging device comprises a motor(23) and a load control member(22). The motor(23) connected with a rotating axis for the activation of a vehicle by a rotator generates an electric energy according to the rotation of the rotating axis. The load control member(22) decelerates a vehicle and controls the amount of an electric energy generated from the motor, by controlling a load applied to the rotator to hinder the rotator of the motor(23) from being rotated.
