PROBLEM TO BE SOLVED: To improve heat insulating performance and fire resitance, and to restrain fuming at burning time by constititng a paperboard of cotton-like pulp carrying flame resistance and a paper case covered with fireproof paint. SOLUTION: A paper case is made in a prescribed thickness or the prescribed size out of fireproof paint applied paper. Next, a heat insulating or Construction Ministry standard quasi-incombustible board is obtained by enclosing a flame retardant carrying cotton-like pulp. Or fireproof paint unprocessed paper is formed in a prescribed case shape to enclose the flame retardant carrying cotton-like pulp. Then, a similar board is obtained by performing coating processing or spraying painting processing of fireproof paint. As a flame retardant carrying method, an old newspaper and a corrugated board are pulverized by a fiber untying machine, and are also formed in a cotton shape. A required quantity is dispersed by adding and mixing ammonium sulfate antiflaming powder in the middle of working a cotton shape. Then, the temperature time area and a fuming factor are improved to clear a quasi-inbcombustible level of a reference value to thereby form a board for improving heat insulating performance and fire resistance and restraining fuming at burning.
