PROBLEM TO BE SOLVED: To effectively and easily restrain vibration of diagonal cables without any external power. SOLUTION: An at attraction plate 4 is repeatedly restricted to a magnetic circuit and released from it during vibration of the diagonal cables by the attractive force of a magnetic circuit constituted of the attraction plate 4 equivallent to a piston housed in a housing 14, a permanent magnet 5, and a yoke 6. In this way, the vibration mode of the diagonal cables is varied to transfer the unstable low-level mode vibration to stable high-level mode vibration and restrain the vibration of the diagonal cables.
