PROBLEM TO BE SOLVED: To obtain a highly corrosion-resistant steel plate exhibiting high inner surface corrosion resistance to a gasoline mixed with an alcohol, esp. methanol itself or formic acid formed by oxidation of methanol, and also exhibiting excellent press workability, seam weldability and outer surface corrosion resistance in tank manufacturing process using the steel plate. SOLUTION: This steel plate for highly corrosion-resistant tanks is obtained by providing one side of a steel plate with a metallic powder-contg. organic resin coating film comprising metallic Al powder and metallic Ni powder, an epoxidized diene-based block copolymer or amine-modified epoxidized diene- based block copolymer, and polyolefin wax and providing the other side with a silica-contg. organic resin coating film consisting mainly of an epoxidized diene-based block copolymer, silica and polyolefin wax.
