PROBLEM TO BE SOLVED: To provide a cooling system of an internal combustion engine capable of securing a channel cross-sectional area comparatively large at the time of high water temperature and improving cooling performance. SOLUTION: A high water temperature control valve 15 is connected to the upstream side of a by-pass passage 11 of a low water temperature control valve 14 and it is furnished with a change-over valve 16 provided in a passage on the downstream side of a connecting part with the by-pass passage 11 of the high water temperature control valve 15 and including a by-pass passage reaching the low water temperature control valve 14 and a controller 17 to change the change-over valve 16 in accordance with a driving state of an internal combustion engine on a cooling system of the internal combustion engine furnished with the low water temperature control valve 14 and the high water temperature control valve 15 arranged in parallel in a cooling water passage and having different valve opening temperature from each other and on which each of the both water temperature control valves changes a passage of cooling water after cooling the internal combustion engine to radiator side passages 4, 12, 13 or to the by-pass passages 11, 8, 9 to by-pass the radiator side passages.
