When the microorganism carrier 21 and a weight is brought into contact with water flow, the organic material contained in the water is caught and decomposed by the microorganism. Being suspended in the water to enable to be rocked, the microorganism carrier 21 is rocked by the water flow. Then, microorganisms or their corpse stuck to the microorganism carrier 21 are properly shaken off and the distribution state of the microorganisms proper for the decomposition of the organic material, where the activity of the aerobic bacteria is activated and also anaerobic bacteria enable to be grown, is formed.
