PROBLEM TO BE SOLVED: To keep a water level in an energy-dissipating water tank constant by properly controlling the opening and closing of a valve. SOLUTION: An addition means 32 obtains the sum total of detecting results transmitted from flow meters 51,..., 5n, an outflow QOUT per a unit time of water flowing out from the energy dissipating water tank. A comparison means 33 compares the magnitude of a detecting result QIN by a flow meter 40 and the sum total QOUT by the addition means 32 while comparing the magnitude of these differenceΔQ=QIN-QOUT and a fixed value. A decision means 34 decides the magnitude of a water level in the energy dissipating tank by a water gauge 20 and a preset value. A driving control means 35 controls the driving of a motor 60 on the basis of a comparison result by the comparison means 33 and a decision result by the decision means 34.
