PROBLEM TO BE SOLVED: To obtain a novel nitrogen and oxygen-containing heterocyclic compound having high thickening performance, being liquid at normal temperature and excellent in handling property as a surfactant. SOLUTION: This nitrogen and oxygen containing heterocyclic compound is expressed by formula I (R1 is a 5-21C alkyl or alkenyl; R2 is H or a 1-5C alkyl; (m) and (n) are each an integer of 1-5), e.g. 2-undecyl-4-ethyl-4- hydroxymethyl-2-oxazoline. The compound is obtained, e.g. by reacting a fatty acid such as lauric acid, or the like, a fatty acid alkyl ester, a fatty acid triglyceride, or the like, with an alkanol amine such as 2-amino-2-ethyl-1, 3- propanediol, or the like, in a molar ratio of (the fatty acid, or the like): (the alkanol amine) of (1:1) to (1:3), at 80-250 deg.C for 30 minutes - 30 hours to prepare an alkanol amide compound, which is reacted to be intra-molecularly dehydrated at 100-250 deg.C for 30 minutes - 30 hours.
