PROBLEM TO BE SOLVED: To obtain a bright coating material composition capable of forming a bright coating film capable of assuming a new design in which a hologram feeling is emphasized depending on a visual angle when changing the visual angle to a coated material, further making the hologram feeling inconspicuous at other angles and exhibiting a composite color without causing white fading of interference colors by forming a base coating film having a specific lightness, to provide a method for forming the coating film and to obtain a multilayered coating film prepared by the method. SOLUTION: This bright coating material composition comprises a bright pigment obtained by coating a substrate with a metal or a metal oxide and having 80-1,000μm average particle diameter, a hologram pigment and a vehicle. The above substrate is preferably a natural mica, a synthetic mica or a glass flake and the metal or a metal contained in the metal oxide is at least one kind of metal such as titanium, iron, aluminum, zinc, tin, zirconium, gold, silver, copper or a nickel-based alloy. The lightness of the lower layer of the bright coating film layer is N4 lightness or below in the Munsell color system.
