<p>A file apparatus and a file access method for recording and managing a file by dividing it into units of a cluster or a block so that recorded data can be accessed even when the whole data are not correctly recorded by some failure. Before a file is recorded in an external storage unit (102) divided into a plurality of blocks, blocks of the external storage unit (102) where the file is to be recorded are designated in advance. Management information (113) for specifying one of the designated blocks is created, and the management information (113) is recorded in the external storage unit (102).
