PROBLEM TO BE SOLVED: To download digital production information in a legal route from a content provider as an information provider to a user terminal sided as a user of information. SOLUTION: In a digital information managing means, when a user terminal side follows a charging procedure for information use to a content provider, transmits digital production ciphered information generated by ciphering digital production information to be charged for by using cipher key information, digital sample information for preview generated to level which is too low to charge without ciphering the outline of the digital production information, the cipher key information for deciphering the digital production encoded information, and additional information required for charging from the content provider through a network.
