PROBLEM TO BE SOLVED: To effectively treat a harmful substance in a solid suspended in water by generating a water arc plasma jet to treat the harmful substance in water. SOLUTION: In a water arc plasma jet generator, steam is usually introduced into a plasma torch to generate water arc plasma jets. This generator is mainly constituted of water 1, a steam generator 2, steam 3, a cathode 4, an anode 5 and a power supply 6 to eject the water arc plasma jets 7. Herein, the water arc plasma jets are generated in the harmful waste water in a container 8 or in water wherein a solid containing a harmful substance is suspended to treat the harmful component in waste water. In this generator, water becomes steam 3 in the steam generator 2 and this steam is converted to plasma by the electric field generated between the cathode 4 and the anode 5 and the plasma becomes water arc plasma jets 7 through the cathode 4 and the anode 5 to be ejected.
