PROBLEM TO BE SOLVED: To surely mix an improvement material with soil and sand in a dredged soil-sand shifting device supplying the inside of a pipe line with soil and sand together with compressed air and squeeze-pumping soil and sand under the state of a plug flow. SOLUTION: An agitating chamber 13 is installed on its midway to a pipe line 4. In the agitating chamber 13, an inlet section 16 is mounted on the lower section of a side face, and an outlet section 18 is set up to a top face section. When a plug flow in which an improvement material is injected near the inlet section 16 flows into the agitating chamber 13, soil and sand (a) collide with soil and sand (a) detained on a side wall surface in the agitating chamber 13 and in the agitating chamber 13, and a turbulent flow is generated. Accordingly, the improvement material is mixed surely with soil and sand (a). Soil and sand (a) and air are flowed out from the outlet section 18, and a plug flow is formed again.
