The present invention relates to a device which is installed in a water system having a sedimentary layer for partitioning water zones necessary to predict or measure algae caused from the sedimentary layer of rivers or lakes and, more specifically, to a water-level fluctuation-type test bed for algae bloom evaluation, comprising: a blocking unit having a predetermined size; a plurality of support rods fixed in a bottom surface of the water system; a float connected to the blocking unit; and a sliding member which connects the blocking unit and the support rods and can vertically move the blocking unit depending on water level.
