PURPOSE: To form a flange at the end part of a large-sized shaft without lowering productivity by using a device low in equipment cost. CONSTITUTION: In an upsetter 1 for forming a flange 3 by clamping the shaft with a die while making the one end part of a shaft 2 having both end parts into a free state and making another end part into a projecting state, and performing the hot upsetting of the end part of the projecting shaft, when upsetting the end part of the projecting shaft, an upsetting condition is set so that an elongation in the axial direction of the free end of the shaft 2 is allowed by a prescribed quantity.
