PROBLEM TO BE SOLVED: To improve temperature responsiveness and realize weight reduction by making the wall thickness of a radiating-surface side body thinner than a conventional one, and facilitate assembling work by allowing some latitude in the specifications of usable nichrome wire. SOLUTION: A radiating-surface side body 2 having an outer surface used as a heat radiating surface 2a and provided with nichrome-wire embedding grooves 5 in its inner surface is manufactured by molding and baking. Besides the radiating-surface side body 2, a nonradiating-surface side body 3 for covering the nichrome-wire embedding groove 5 side of the radiating-surface side body 2 is manufactured by molding and baking. Thereafter, nichrome wires 6 are embedded in the nichrome-wire embedding grooves 5. Then, the periphery of the radiating-surface side body 2 and the periphery of the nonradiating-surface side body 3 are joined and fixed to each other.
