PROBLEM TO BE SOLVED: To increase the rate of opening and assure a sufficient insulating performance for achieving a display panel of gas electric discharge type using metal barrier ribs having a high performance and high reliability. SOLUTION: A metal base material 3 for barrier ribs is provided with a number of through holes 2 and with ribs 1 in lattice form substantially, wherein an oxide insulating layer formed on the surface of the base material 3 is formed by the gaseous phase film forming method. It is preferable that the base material is made from an Fe-Ni alloy thin plate containing 40-56 wt.% Ni.
