PROBLEM TO BE SOLVED: To easily and inexpensively constitute a water level measuring system which stable supplies water level information required for dam gate control especially when important flood occurs. SOLUTION: A float-type water gage 1, a closed container 11 which has a cup-like structure covering the water gage and prevents the intrusion of water to height where the water gage becomes under water, a hydraulic water gage 9 detecting water level measurement by water pressure, a water level detector 8 detecting that a water level reaches a position which is previously installed and a switch 10 changing over the water gage of the float-type and that of the hydraulic type are installed. The hydraulic water gage is installed in a low position where it is sunk below water from the water level detector. Water level measurement by the flow-type and the hydraulic type is switched by the water level detection output of the water level detector. When the real water level reaches the operation water level of the water level detector, the switch holds the measurement water level of the flow-type water gage and outputs a value obtained by subtracting an offset value from the sum of the holding value and the measurement water level that the hydraulic water gage detects as detected water level.
