PROBLEM TO BE SOLVED: To make a camera simultaneously movable in the horizontal direction and in the vertical direction by simultaneously controlling the rotation thereof in the horizontal direction and in the vertical direction by alternately controlling two movement means in a desired direction while adjusting the respective rotational speeds thereof for every interruption signal. SOLUTION: A 1st housing 30 housing a camera 20 is rotated in the horizontal directions. Then, a pan shaft 88 is attached in the vertical direction to the lower part of the housing 30 housing one part of the camera 20 and a tilt movement device 60. The lower part is extended to the inside of a 2nd housing 40, engaged with a pan movement device 80 and coupled to it. A control part 100 is housed in the housing 40 and the interruption signal for driving a pan motor or a tilt motor adjusting the moving directions and the moving speeds of the movement devices 60 and 80 is generated at every previously specified time. By successively controlling both motors while adjusting the rotational speed thereof, the movement devices 60 and 80 are simultaneously moved in the desired direction and in the vertical and the horizontal directions by desired moving amount.
