PROBLEM TO BE SOLVED: To provide an electrolytic paper for electrolytic capacitor, which can drop density while paper intensity is kept, and to provide an electrolytic capacitor. SOLUTION: One or more kinds selected from a Manila hemp pulp, a craft pulp, a sisal pulp, and an esparto pulp are made into paper by using a prescribed paper machine. They are immersed in 1 to 25% aqueous solution of polyoxyalkylene glycol additive of dibasic acid as paper power potentiation agent at 30 to 50 deg.C for one to five seconds. Anode foil and cathode foil are wound through electrolytic paper and a capacitor element is formed. The capacitor element is immersed in prescribed electrolytic solution and is stored in a metallic case. An opening part is sealed and an electrolytic capacitor is formed.
