PROBLEM TO BE SOLVED: To provide an electrophotographic photoreceptor high in the mechanical strength of the photoreceptor and free from occurrence of deterioration and scratches of its surface of at the time of a large number of copying and printing and freed of problems on uneven images and image blowing and deterioration of resolution even in the case of uses for a long time and to provide its manufacturing method and an image forming device and a process cartridge adopting the electrophotographic photoreceptor. SOLUTION: The electrophotographic photoreceptor is manufactured by coating a conductive substrate with at least a coating fluid for a photosensitive layer and that for a surface protective layer, and the coating fluid for the surface protective layer contains a siloxane type resin having a charge transfer function and a cross-linking structure and an antioxidant and it is coated by spraying.
