PROBLEM TO BE SOLVED: To provide a device for reducing fuel and exhaust gas for an automobile, for atomizing fuel which can therefore be burnt in a condition nearly complete combustion so as to reduce fuel for an automobile or the like by 20 to 50% and NOx, CO2 by 30 to 40%, and to produce a large power with a less volume of fuel. SOLUTION: Ceramic particulates A are packed in an intermediate part in a cylinder 2 having a predetermined length and incorporated in a hexagonal cylinder 1 having a predetermined length, and coil springs 3, 3a are provided interposing therebetween the ceramic particulates, and spring retainers 4, 4a are provided outside thereof. Further, a cylinder receiver 5 and a cylinder receiver 5a are attached respectively to the front and rear parts of the cylinder 2, and the cylinder receiver 5 is provided with a suction cylinder 8 made into internal contact with a super pulverizing device 6, and the cylinder receiver 5a is provided with a discharge cylinder 9 made into internal contact with a super pulverizing device 7.
