PROBLEM TO BE SOLVED: To obtain a blade for regulating the amount of a developer capable of attaining sufficient electrostatic charge of a developer and capable of therefore giving stable image quality even when image forming processing is speeded up and an image is made colored in an image forming device using an electrophotographic system or electrostatic recording. SOLUTION: The blade for regulating the amount of a developer regulates the amount of a developer carried on the peripheral surface of a developer support and has an elastic body layer on at least the surface brought into contact with the developer support. The elastic body layer comprises a polyurethane elastomer using a polyolefinic polyol having a number average molecular weight of 500-10,000 as a reactive component.
