PROBLEM TO BE SOLVED: To enable the pseudo test having a universality. SOLUTION: An arithmetic unit 19 calculates the displacement X loaded on a sample 11 under test every time step according to the earth motion acceleration waveform from a waveform generator 18, measured outputs from a displacement sensor 15 and a load sensor 14. The time step width and the viscous resistance C of the sample are controlled according to the spring constant K of the sample, so that the damping factorζof the system holds a fixed value and the viscous resistance C and the spring constant K always maintain a specified relation. Thus, the pseudo test with a universality and be made always with holding the relation of a motion equations.
