PROBLEM TO BE SOLVED: To facilitate the construction of a neural network in large scale. SOLUTION: The large scale neural network is operated by dividing the network into the blocks of function units. The internal structures of respective blocks and an interconnection between the respective blocks are described as block diagram data 21. The data 21 contain parameters expressing the kind or number of neurons to be used for respective blocks and the connecting rule thereof or the like. The connecting rule designates a connection distribution based on the spatial relation of the neurons. On the basis of the data 21, an automatic neural network generating mechanism 23 generates neurons and arranges them on a prescribed coordinate space at random for each block and the connection of these neurons is generated according to a stochastic distribution corresponding to the designated connection distribution.
