PROBLEM TO BE SOLVED: To reduce interdependence between an electronically-controlled throttle system and an engine control system by performing a fail-safe process when an engine operation is judged to be abnormal when a throttle is opened or closed independently from a throttle required opening command from the engine control system. SOLUTION: An electronically-controlled throttle module (hereinafter called TM) 100 receives a required throttle opening 151 from an engine control system (hereinafter called ECU) 200, transmits a current throttle position 152 to the ECU 200, and operates a throttle valve 115 by actuating a throttle actuator 110. The ECU 200 controls a fuel injection control unit 210 and an ignition control unit 220 based on outputs from an air flow sensor 230 and the like. The TM 100 monitors a speed of an engine 250 via an engine speed monitoring unit 280. When an increase in the engine speed is monitored, full-open learning is suspended, the throttle valve 115 is closed to suppress engine output.
