PROBLEM TO BE SOLVED: To enable software development which is not limited to the progress state, etc., of hardware development by generating GUI component information for specifying a specific GUI component as an object to be compiled and generating a program to be compiled according to the specific GUI component and an event process description that a user sets. SOLUTION: A compiled object specifying means 103a generates GUI component information 107 specifying whether or not respective GUI components arranged on a screen are objects to be compiled. A program analyzing means 109 retrieves nonreference GUI components and extracts from a source program 106 components, property values, and event process descriptions of a program corresponding to all GUI components except the nonreference GUI components. An event process analyzing means 110 extracts a program such as a function called by an event process description from the source program 106 and extracts and generates a program 111 to be compiled.
