A comparator (106) compares the strength of received pilot signals stored in a strength table (105) with a predetermined reception threshold and informs a controller (107) of the pilot signals exceeding the predetermined threshold. The controller (107) instructs a strength sampler (104) to increase the frequency of strength sampling for the pilot signals exceeding the predetermined threshold. The strength sampler (104) samples the strength of pilot signals at the instructed frequency. When the samples reach a predetermined number, the strength table (105) detects the strength of the pilot signals.
