PROBLEM TO BE SOLVED: To obtain the subject composition that comprises specific polymer particles, silane compound and/or partial hydrolyzate and condensate of silane compound and an aqueous medium and can maintain both of high water repellency and high water-absorption properties, thus is suitable for hardening concrete or the like. SOLUTION: This surface treatment agent composition comprises (A) the polymer particles (A1) including the first polymer [a single or copolymer of (i) a polyfluoroalkyl group-bearing (meth)acrylate or a copolymer from the component i and (ii) a fluorine-free polymerizable monomer] and the second polymer [the copolymer of the component i and the component ii] or the polymer particles (A2) including a copolymer from a polymerizable monomer of component i and a polymerizable monomer of 2-ethylhexyl (meth)acrylate, (B) a silane compound bearing a hydrolyzable group and/or partially hydrolyzed and condensed product of the silane compound bearing hydrolyzable group and (C) an aqueous medium.
