SUBSTANCE: in correspondence with invention controlled environment is source of underground water into which two electrodes of measurement device are placed at some specified distance one from another. Conduction of this environment is measured and obtained value is compared with standard magnitude of conduction of same environment corresponding to normal seismic state. In the capacity of controlled aqueous medium there can be used source of underground water flowing from interior of the earth to surface. Measurement device can be portable to monitor aqueous medium in points of rock mass difficult of access. EFFECT: raised authenticity of prediction of earthquakes, simplified technical implementation, decreased time for generation of measurement result for evaluation of seismic state in specified habitation environment, provision for individual control of seismic state in any specified point. 4 cl
