PROBLEM TO BE SOLVED: To realize ground compaction free from irregularities over the whole length of an outer pipe with reduction of the device cost and work man-hour, and to prevent the stress concentration in the outer pipe to eliminate the possibility of collapse of a tunnel. SOLUTION: A through hole 4 provided in a circumferential wall of an outer pipe 3 is closed by a lid member 5, a discharge pipe 8 comprising an out-going pipe 6 and an in-coming pipe 7 to be communicated with each other is arranged in this outer pipe 3, a bag-like member 9 is provided on a connection part of the pipes 6, 7, a filling inlet 10 to be opened inside the bag-like member 9 is provided therein, a plurality of discharge outlets 12 located with specified intervals are provided in the in-coming pipe 7 with its tip closed, and a static mixer 11 is arranged on the further upstream side of the discharge outlets 12.
